Diversity, and Employee Relations
PROGRAM NARRATIVE
The FY 2006 contract continues KSU support for on-going agency efforts in key areas of mandated training and management support, organizational development activities, curriculum development, and the development and enhancement of new methods and modes of delivery. It is recognized that the narrative represents a A living contract,” placing importance on flexible renegotiation and redefinition of project activities as the year progresses to insure that changing agency needs are met. Both SRS and KSU recognize the importance of this flexibility as we begin a new fiscal year.
In this year, as in the past several years, the contract has provided increasing support for and emphasis on the role of distance technologies in the development of staff development and training, as well as broadening the curriculum development and delivery into new organizational development topics.
Beginning in 1994, Kansas State University's School of Family Studies and Human Services began providing a mediation and dispute resolution curriculum and expanded organizational development skills training for Kansas Department of Social and Rehabilitation Services (SRS) staff as well as support for implementation of Employee Relations and other Human Resource programs.
FY 2006 Activities
I. Curriculum Development and Delivery: KSU staff will team with SRS staff to design, pilot and deliver new training curricula, as well as deliver on-going established training and other developmental activities as needs are identified.
A. Development functions may include: content research; creation of PowerPoint presentations; participant and trainers guides creation; training outline, content refinement, update, revision for both face-to-face and on-line delivery methods. Courses to be researched, designed, piloted or revised, and evaluated (and may be tailored to fit several multiple audiences) may include:
1. Performance management
2. Marketing/outreach activities within organizational settings, consultative skills and strategies
3. Communication
4. Facilitation Courses
5. Customer service and sensitivity, partnering
B. Delivery functions may include both face-to-face and on-line. Continuing support for on-going training activities will be provided, to include but not be limited to:
1. Basic (2-day sessions) and Advanced Dispute Resolution (2-day sessions)
2. Advanced Mediator Training (periodic skills and strategies update)
a. Cultures and Contexts
b. Framing and Reframing
c. Interests and Problem Solving
3. Assist with delivery of Resolving Conflict -This session focuses on specific skills an employee can use to manage their conflict as it appears in job settings utilizing a conflict partner approach.
4. Office Support, Lebedun Trainings and 3 modules from Training Bytes: Increasing Emotional Intelligence, Achieving Communication Excellence and Managing Your Own Productivity
5. Assistance with facilitation of events
C. New Development and re-formatting into alternative delivery modes, i.e. MCIR (Managing Conflict and Improving Relationships) into short 1-2 hour delivery.
II. Capacity Development and Enhancement: The KSU contract staff will provide specific areas of enhancement of SRS capabilities in Human Resources.
A. Support for Organizational Development will include:
1. Data gathering, compilation, and as requested, analysis: contract staff will assist in compiling and distilling existing training evaluation data, assist in needs assessment, customer satisfaction, and return-on-investment (ROI) efforts, etc.
2. Support for SRS Strategic Initiatives: KSU staff will, in coordination with other resources, assist SRS in development and delivery of materials, training for supervisors, managers and staff, and other activities to further SRS strategic initiatives. Possible activities, to be refined via needs assessment, may include incorporation of MCIR and Diversity related training (i.e. multi-cultural competency), meeting management tools, (K)QM, and ROI activity.
3. STAT (State-wide Training Action Team) related activities.
4. ROI and evaluation of various courses and curricula, i.e. KS SRS COD (Changing Our Direction), Leadership SRS, Consults and short courses incorporating inquiry of customers, surveys, etc. and working with leadership to be involved in earlier processes.
5. Consultative Skills and Strategies: Staff will assist in the outlining of key strategies and provision of skills training/coaching for HR and other related staff in internal consultative models.

B. Support for Diversity programs will include:
1. KSU staff will support employee relations within SRS by providing, upon request a minimum of 40 hours of professional coaching, consultation and/or direct ADR (Alternative Dispute Resolution) services to develop staff skills for intervention in group conflict situations. This support may include face-to-face consultation, telephone consultation, coaching and co-mediation and/or direct intervention in disputes. In the event that SRS dispute resolution activities require support by highly neutral or specialty skilled resources, the KSU project will identify and provide at least 30 hours, available by request, of service by appropriate mediators or other resources on a contractual basis.
2. Furthering organizational diversity: KSU staff will support the development and delivery of diversity training and programs. The focus may include, but is not limited to, multicultural competence and conflict resolution skills at various levels. These may involve development of individual or team building skills in areas of communication, problem solving, dispute resolution, negotiation and facilitation as applied in a variety of cultures, contexts and settings within SRS. Activities will assist staff to:
a. Recognize culturally different ways of listening, understanding, communicating and problem solving.
b. Identify skills for communicating across cultures and contexts
c. Assess the impact of one = s own cultural mind set in working with others
d. Encourage teamwork building on differences as well as similarities.
C. Support for Technology Development and other Activities: KSU will provide technical assistance, infrastructure support and other developmental assistance for information technology and distributive learning and other activities, to include:
1. Support for Pathlore software system, to include:
a. maintenance contract
2. Online collaboration software
a. lease/maintenance
b. Centra education
3. Continuation of on-line newsletters, subscriptions, and surveying capability, etc.
a. subscriptions (i.e. The Office Professional and Executive Excellence)
4. In conjunction with Organizational Development = s Instructional Technology Unit, provide staffing and support for the design, creation and maintenance of HR-related web sites and online courses. Provide consultation, training and knowledge-transfer related to design and development of web sites and online courses to SRS staff.
5. Training for internal staff on continued skill development
D. Marketing: Assist in development of a marketing plan for increasing awareness and utilization of HR resources in the agency.
E. Support for Leadership programs will include:
