and Curriculum Development

To Extend and Integrate SRS Employee Skills and
Augment Agency Capabilities in Organizational Development,
Diversity, and Employee Relations
PROGRAM NARRATIVE
The FY 2005 contract continues KSU support for on-going agency efforts
in key areas of mandated training and management support, organizational
development activities, curriculum development, and the development
and enhancement of new methods and modes of delivery. It is recognized
that the narrative represents a living contract, placing importance
on flexible renegotiation and redefinition of project activities
as the year progresses to ensure that changing agency needs are
met. Both SRS and KSU recognize the importance of this flexibility
as we begin a new fiscal year.
In this, as in the past several years, the contract
has provided increasing support for and emphasis on the role of
distance technologies in the delivery of staff development and training,
as well as broadening the curriculum development and delivery into
new organizational development topics.
Beginning in 1994, Kansas State University's School
of Family Studies and Human Services began providing a mediation/dispute
resolution curriculum and expanded organizational development skills
training for Kansas Department of Social and Rehabilitation Services
(SRS) staff as well as support for implementation of Employee Relations
and other Human Resource programs.
FY 2005 Activities
I. Curriculum Development and Delivery: KSU staff
will team with SRS staff to design, pilot and deliver new training
curricula, as well as deliver on-going established training and
other developmental activities as needs are identified.
A. Development functions may include: content research;
creation of PowerPoint presentations; participant and trainers guides
creation; training outline, content refinement, update, revision
for both face-to-face and on-line delivery methods. Courses to be
researched, designed, piloted or revised, and evaluated (and may
be tailored to fit several multiple audiences) may include:
1. Customer service and sensitivity, partnering
2. Marketing/outreach activities within organizational settings,
consultative skills and strategies
3. Communication
4. Facilitation
B. Delivery functions may include both face-to-face
and on-line. Continuing support for on-going training activities
will be provided, to include but not be limited to:
1. Basic (two 2-day sessions) and Advanced Dispute Resolution
(two 2-day sessions)
2. Advanced Mediator Training (periodic skills and strategies
update)
a. Cultures and Contexts (1 day with revised content and trainers
guide)
b. Framing and Reframing (1 day with trainers guide)
c. Interests and Problem Solving (develop 1 day training with
trainers guide, offer in two locations)
3. Assist with delivery of Resolving Conflict
This session focuses on specific skills an employee can use to
manage their conflict as it appears in job settings utilizing
a conflict partner approach. Offer in 5 locations. Train SRS trainers
(TOT) in 2 separate locations.
4. Office Support, Lebedun Trainings and 3 modules from Training
Bytes: Increasing Emotional Intelligence, Achieving Communication
Excellence and Managing Your Own Productivity
5. Assistance with facilitation of events
II. Capacity Development and Enhancement: The KSU
contract staff will provide specific areas of enhancement of SRS
capabilities in Human Resources.
A. Support for Organizational Development will include:
1. Data gathering, compilation, and as requested; analysis -
contract staff will assist in compiling and distilling existing
training evaluation data; assist in needs assessment, customer
satisfaction, and return-on-investment (ROI), etc. efforts.
2. Job Analysis and Skill Set Development: KSU staff will, in
coordination with other resources, assist SRS in providing on-site
desk audits and other assessment techniques for job analysis,
work design, and/or skill set development for specific job families,
work sites, or cross- function teams in SRS and/or collaborative
community partner relationships. The expectation will be to conduct
desk audits to identify the knowledge, abilities, skills, personal
characteristics, and/or behavioral competencies needed to perform
the work expectations at a high performance level. High performance
would equate to the current above standard and exceptional rating
levels in the standard State of Kansas evaluation process. The
idea will be to identify what is expected to perform at the highly
successful level, as well as the entry level for comparison purposes.
Items to observe are entirety of work performed: key tasks: time
spent, frequency of performance, levels of contact, physical requirements,
independence of judgment, consequence of error, and prerequisite
knowledge and ability needed to perform the duties of the position,
as well as, critical elements needed to be demonstrated which
distinguishes highly successful performance from the average acceptable
level of performance.
Additional application of the above determined information may
be applied to technology development which would complement either
or both the Pathlore, PeopleSoft (Oracle), and ACCESS software
for report generation purposes (which may include the ability
to establish profiles of individual SRS staff for career development
purposes or for work assignment consideration). All content validity
model generated information will be consistent with the requirements
of the Federal Uniform Guidelines for Selection Procedures and
utilize subject matter experts and/or their supervisors for validation
of information received, the reduction of the potential for the
halo factor to appear in the results, and to verify high performance
factors identified.
3. Consultative Skills and Strategies - Staff will assist in
the outlining of key strategies and provision of skills training/coaching
for HR and other related staff in internal consultative models.

B. Support for Diversity programs will include:
1. KSU staff will support employee relations within SRS by providing,
upon request a minimum of 40 hours of professional coaching, consultation
and/or direct ADR services to develop staff skills for intervention
in group conflict situations. This support may include face-to-face
consultation, telephone consultation, coaching and co-mediation
and/or direct intervention in disputes. In the event that SRS
dispute resolution activities require support by highly neutral
or specially skills resources, the KSU project will identify and
provide at least 30 hours, available by request, of service by
appropriate mediators or other resources on a contractual basis.
2. Furthering organizational diversity - KSU staff will support
the development and delivery of diversity training and programs.
The focus may include, but is not limited to, multicultural competence
and conflict resolution skills at various levels. These may involve
development of individual or team building skills in areas of
communication, problem solving, dispute resolution, negotiation
and facilitation as applied in a variety of cultures, contexts
and settings within SRS.

C. Support for Technology Development and other Activities:
KSU will provide technical assistance, infrastructure support and
other developmental assistance for information technology and distributive
learning and other activities, to include:
1. Support for Pathlore software system, to include:
a. Maintenance contract
b. On site consultation
2. Online collaboration software
a. lease/maintenance
b. Centra education
c. On site consultation
3. Continuation of on-line newsletters, subscriptions, and surveying
capability, etc.

4. In conjunction with Organizational Development's Instructional
Technology Unit, provide staffing and support for the design,
creation and maintenance of HR-related web sites and online courses.
Provide consultation, training and knowledge-transfer related
to design and development of web sites and online courses to SRS
staff.
5. Training for internal staff on continued skill development
D. Marketing: Assist in development of a marketing
plan for increasing awareness and utilization of HR resources in
the agency.
